Job Description RBS Insurance division is due to be divested from RBS Group by end 2013- To support this, we are looking at transitioning to a stand alone HR function at some point over the next two years- These vacancies are a one of number of exciting new opportunities created to support the business during seperation by attracting and retaining talented people for the Insurance organisation- These new roles represent a terrific opportunity for those that would relish the chance to help work within a new Insurance Resourcing function and support the business through this period of change- The key purpose of the Resourcing Consultant role is to deliver a successful and efficient recruitment fulfilment, service across all business areas (Claims, Sales, Service, Partnerships & Customer Relations, Head Office and Central Functions) that meets the business needs- You will be responsible for managing candidate pipelines in conjunction with local business site teams- These positions are based in London or Bromley- However, travel will be required between the two- Requirements Skills and Experience Required Experience: - Experience of successfully planning, managing and delivering recruitment fulfilment
- Organisational experience of customer management and strong stakeholder / relationship management, evidencing good interpersonal skills
- Experience of working to a recruitment budget
- Experience of working with external / third-party recruitment suppliers
- Resourcing requirements will fluctuate and this role needs to be flexible to support changing levels of business activity
- Experience of working in a similar business environment desirable but not essential
Technical Knowledge: - Technical & professional HR / Resourcing knowledge
- Resourcing best practices in high performance organisations
- Employment Law related to recruitment and resourcing activity
- Technical understanding of end-to-end recruitment (including attraction methodology, employment law essentials, suppliers, emerging practices)
- Recruitment and selection skills, tools and knowledge (e-g- psychometrics)
- On-line advertising knowledge
Financial Management: Needs to deliver work within budget agreed with business/hiring manager
Responsibilities Deliverables Overall - Accountability for allocated hires in volume or non-volume recruitment with a focus on providing a successful and effective service, delivering to the business needs
- To be a recruitment and outplacement expert for
- Provision of consultative resourcing expertise, support and advice to internal business clients
- Drive direct (non agency) recruitment
- Promote diversity within Resourcing - including monitoring and reporting on diversity; external benchmarking; identifying issues and delivering action plans to address issues / ensure any targets are met-
Service Fulfilment - Manage the overall end to end recruitment cycle, interacting with HR Shared Services / Operations Team as required, and providing a second to none candidate and client experience
- Build, maintain and leverage effective relationships internally and in the external market
- Undertake assessment of candidates as required to assess high level competencies, gain insight into candidate motivation/interest/expectations, and sell the organisation/role benefits
- Liaise with Resourcing BPs to identify solutions to business' resourcing needs and ensure a joined up approach
Outplacement - Ensure all contact with employees is within service level agreement (SLA)
- Ensure consultation scripts are adhered to and all reporting management of employee consultations is followed
- Build strong relationships with employees; gaining a solid understanding of their needs and tailor the service as necessary
- Ensure both skills and knowledge are kept up to date and attend training courses as required
- Monitor programme content and material and proactively seek feedback to ensure a successful climate of continuous improvement exists
Business Relationship Create good working relationship with business clients for non-volume hires / outplacement activity and work proactively to anticipate any future needs The Individual Experienced within Recruitment/Resourcing-
