T he team is responsible for maintaining and enhancing the strong internal control culture within the business and also ensuring compliance with the requirements of the Operational Risk framework - To support this, we are looking for a highly motivated and talented Operational Risk Manager with the ability to work autonomously or as part of the team to deliver on its objectives- Purpose of the Role: To ensure that the Operational Risk Management framework within Corporate & Institutional Banking, as well as the central Corporate Banking functions meets the requirements of the Group Operational Risk Policy, Standards and Guidelines- The Operational Risk Manager is responsible for: - Leading and driving Risk Appetite in CBD working with both Group and internal stakeholders
- Implementing an Operational Risk framework in Corporate & Institutional Banking businesses, as well as the Corporate Banking central functions-
- Implementing an effective Self Certification Review and Challenge Process-
- Ensuring that risk and control assessments reflect the risk profile of the businesses and functions-
- Influencing the first line's design, maintenance and implementation of a control test programme that supports quarterly self certification (including the Group Policy Framework)-
- Ensuring that risk and control data on ORBIT is being accurately and consistently maintained by Corporate & Institutional Banking and central functions-
- The overview and challenge of quarterly self certification packs and certificates produced by the Corporate & Institutional Banking businesses and central functions-
- Identifying, commissioning and assisting in the delivery of thematic reviews to provide control effectiveness assurance-
- Completing operational risk assessments in respect of changes to business processes and ensuring any identified risks are taken through appropriate governance-
- Analysis and investigation of control failures, incidents and issues - including those elsewhere in the Group - to determine with senior line management whether remedial/mitigating controls need to be implemented-
- Presentations and briefings to senior management, including on occasions to senior governance forums-
- Proactive risk issue management-
- Working with colleagues in Operational Risk covering the Business & Commercial Banking and Global Transaction Services businesses to ensure the Operational Risk framework is consistent, where appropriate, across all of Corporate Banking Division-
- Communicate with other OR Manager(s) within the team to share best practice and potential control gaps and to retain consistency of application-
Deliverables · Divisional compliance with the Group Policy Framework- · A documented, thorough review process which confirms that risk and control assessments reflect the risk profile of the businesses and functions, are current and comprehensive, and are sufficient to meet the requirements of both the Group Policy Framework- 'Comprehensive' means that the risk assessments cover all locations and main products, and that risks are fully analysed and evaluated in accordance with the Group Operational Risk Policy- · A controls test programme that is consistent with the risk and control assessments- · An operational risk framework that is consistent with the rest of Corporate Banking- · Accurate, consistent data on group systems- · Informative, well researched executive briefing papers for senior divisional risk committees and boards- · Thorough, well reasoned challenge of Self Certification in Corporate & Institutional Banking and the central CBD functions, such that the eventual 'Certifications' are robust and fully supported by relevant, reliable and compelling evidence- · Challenge of GNEPs and action plans relating to risk issues, whether raised by the business or GIA- · Early identification and resolution of risk issues potentially or actually falling 'past due'- · Thorough, comprehensive analysis/review of control issues, incidents and losses in both Corporate & Institutional Banking, and elsewhere across RBSG, with resultant actions plans driving timely and far reaching control improvements- · Critical appraisal of new product proposals, which identify all key risks- · Positive feedback from senior management in Corporate & Institutional Banking businesses, as well as Corporate Banking central functions and Group Operational Risk- Technical Knowledge · Broad understanding of risk management disciplines- · Understanding of technology issues from a business perspective- · Understanding of the businesses service and operating models- · Understanding of how regulatory, political, reputational and environmental issues impact the division- · Familiar with use of database systems- Desirable Technical Knowledge Any of the following exposure would be advantageous but not essential: · Relevant professional qualification- · Thorough working knowledge of the Group Policy Framework and specifically, the Group Operational Risk Policy and Standards- · Understanding and/or exposure to the application of Basel 2 requirements- · Experience in Corporate Banking Division Other Significant Role Requirements · Communication, interpersonal, team working and organisational skills- · Influencing and conflict resolution- · Managing key stakeholder relationships across the Risk 'community', i-e- across Corporate Banking Risk, Group Operational Risk and other divisional Risk functions as well as Group Internal Audit- · Driving interaction between the Operational Risk teams and senior management in the Corporate & Institutional Banking businesses and central functions- · Customer service orientation- · Ability to work to tight and enforced deadlines- · Effective presentations to, and influencing of, committees and working groups- · Creative skills to resolve complex problems and to identify alternative solutions- · Learning agility with a keen desire to support the learning of others- · Ability to exercise sound and decisive judgement consistently & c ommitment to personal development- Experience: - Business/operational experience-
